My experience is also that the staff are very approachable, helpful and willing to go the extra mile for you, and they are efficient. I can't say that about my dealings with HMPO, except at the highest level. The passports dept at the Greek Consulate is short-staffed, which is why, frustratingly, the phone is rarely answered.
