The Delaware government website on this facility says it initially was built in 1982 to hold 360 detainees. It was expanded a few times since to a current capacity of 1,180. The same page states the average number of detainees is 1500. Why are we continually expanding and overcrowding this place? We should be reducing prison sizes, not the other way around.

I worked on that kitchen..Right up to opening.
